Control Phase 7 admin system behavior and emergency rollback options

Modifying these flags affects all admin operations. Changes are logged and affect the entire platform.

• admin_rbac_enforced — Disable if RBAC checks are blocking admins
• moderator_scope_enforcement — Disable if moderator scoping is broken
• legacy_admin_paths_enabled — Enable only for 24h if legacy endpoints needed
• audit_logging_enabled — Disable ONLY if audit DB is completely down
